The rapid development of new technologies and business models in the telecommunications market increases complexity in all ranks. However, quick service rollouts are desired by the industry more than ever, which, especially in heterogenous networks, like 4G, turns into a serious management challenge.
A possible solution is policy-based management, which in the MOPS project is applied to 3G and 4G mobile networks. Here, a particular focus is on employing broadcast media, like DVB-H, for the distribution of software upgrades in order to save bandwidth, costs and time.
